Upstream lists
isPcr (http://hgwdev.cse.ucsc.edu/~kent/exe/linux/) written by Jim Kent
as dependency but tests have shown that it also works without the
isPcr33 executable that was shipped without source. Due to this
experience we set ispcr as "Suggests". If a user might observe any
constraint please file this as a bug report - most favourably after
asking Jim Kent for the source code of this program.
It might be that the source somehow can be found at
https://github.com/ENCODE-DCC/kentUtils.git
but it is not really clear how and what license it might have
